The word “for” might be in the resolution/plan –
There may be a tax incentive for, for example, one half of the room but not the other. If you move the tax incentive to the other side of the room as well it is an incentive for more development of alt energy. The market to buy it has not been effected, only the market to produce it has been effected.
The people who would be buying alt energy would be able to purchase that now from whoever develops it.
Natives – everyone gets a tax break for developing alt energy but since natives don’t pay taxes, they don’t get an incentive. If we broaden eligibility case might broaden the idea.
Potentially ending oil companies subsidies for alt energy because oil companies misuse that money to distort the development of alt energy. This may not be T because it doesn’t actually change the number of federal “incentives.”
Perhaps we should end all subsidies because subsidies distort the market that develop alt energy by causing reliance on the government.
Perhaps requiring other parties that operate in the US to provide alt energy incentives – within territorial US. Perhaps the advantage is based off of the incentive. Perhaps we could just add a condition to previous funds in order to become the incentive. Similar to how we do the Highway funds/drinking age.
Perhaps instead of monetary incentives – maybe if some companies start using alt fuels they might be allowed to get past some trade boundaries.
Other countries affs from other institutes – lift export controls of tech to Iran. The way that export controls function means that we allow alt energy to come back to the US.

Brazilian ethanol – we have a tariff on Brazil that produces sugarcane ethanol – we subsidies corn based ethanol. Perhaps instead of ending corn subsidies, we should just raise the sugarcane subsidies substantially such that sugarcane isn’t behind corn based ethanol.
